The city can use the new beach wheelchair and mats at Bellevue park in the winter then use them for the beach in the summer.

Typical. Toss out the high number then bring it down to 3 or 4% when that was the goal in the first place and the tax payer feels they received a good deal.
With all the record breaking building permits and increased tax base you would think there would be a surplus.
Have to love politicians.
