That's such a huge area. I sincerely thought the PUC's smart grid would be a benifit in this situation and minimize the outage to a smaller impact.

This isn't limited to doctors. Although that specific profession has nuances.

We saw this a few months ago with Odd Job Jacks.
In general the title could be "why can't the soo recruit those in a workforce". Way back we always used to hear that the kids move away after college for a career because there was no career jobs in the soo. Now there is, but where is the workforce?

CAO and Mayor have said the soo is in a growth period. It makes me wonder if it is remote/work from home type careers that the citys population is growing in.

None of those seem unreasonable.
Its actually a good example of why not everything needs to be infront of council for approval. Just having the CAO approve reasonable operating expenses to keep things running smoothly.

The design of the ED would not have as big of an impact on patient care and wait times as compared to the recruiting and retention of staff in the hospital.

Money better spent on doing that as opposed to construction.

That was a program the PUC was offering/advertising. Its really not worth it. They are only about $500 these days. You dont need a support agreement for something like that. Especially when a 120v outlet will get you by until you get a replacement if you need one

Coming up on almost 24 hrs of being closed. And wawa->chapleau also closed today.
I know a storm can make poor conditions but to not be able to clear the roads in almost 24 hrs to open back up is brutal
