In general the title could be "why can't the soo recruit those in a workforce". Way back we always used to hear that the kids move away after college for a career because there was no career jobs in the soo. Now there is, but where is the workforce?
CAO and Mayor have said the soo is in a growth period. It makes me wonder if it is remote/work from home type careers that the citys population is growing in.

The design of the ED would not have as big of an impact on patient care and wait times as compared to the recruiting and retention of staff in the hospital.
Money better spent on doing that as opposed to construction.

That was a program the PUC was offering/advertising. Its really not worth it. They are only about $500 these days. You dont need a support agreement for something like that. Especially when a 120v outlet will get you by until you get a replacement if you need one
