Hey Tom, I don't know all the details, but it sounds like you are not planning your merger soon enough. The signage indicating the right lane is ending is usually posted 300 meters before the end, if your traveling at roughly 100km/h or 28 m/s when you reach the sign you have about 10 seconds to execute your lane change and merge. If you linger in the right lane to the end, drivers perceive this as you allowing them to overtake you before the lane ends, hence they speed up.
Here's what you should do. Start planning your lane change when you first see the 300 meter warning sign, this should give you another 10 seconds or so. Then indicate your intentions to merge earlier and if necessary adjust your speed so you have room to maneuver. Another thing you can do is as you approach the start of the passing lane is dive the speed you want to be going afterwards and just before you enter the passing area signal you are keeping right so drivers know they are free to pass you at the start.
