The controversial hiring of Jerry Dolcetti as the City's Commissioner of Engineering and Planning is now a fait accompli. Bylaw 2004-92, which Mayor John Rowswell refused to sign three weeks ago, was passed tonight by City Council.

The controversial hiring of Jerry Dolcetti as the City's Commissioner of Engineering and Planning is now a fait accompli.

Bylaw 2004-92, which Mayor John Rowswell refused to sign three weeks ago, was passed tonight by City Council.

It was then signed by Ward 1 Councillor James Caicco, who stepped in as acting mayor, replacing Ward 3 Councillor Pat Mick, who said she wasn't present at the last Council meeting and felt uncomfortable about signing the document.

Mick abstained from the final vote on the bylaw appointing Dolcetti.

Only Ward 6 Councillor Frank Manzo voted against it.

Joe Fratesi, the City's Chief Administrative Officer, questioned whether 80 percent of the job involves engineering duties, arguing that it's 80 percent administrative.

However, Mel Brechin, who held the post previously, told SooToday.com last night that he was correctly quoted by Mayor Rowswell about 80 percent of the job being engineering-related.
