Russian President Dmitry Medvedev and U.S. President President Barak Obama have this morning signed a historic arms reduction agreement pledging to reduce nuclear weapon stockpiles in both nations.
They have also agreed to further limits on long-range nuclear weapons and to introduce new procedures for verifying weapons possession.
