Act would encourage the development and use of freight ferries between Canada and the U.S.

WASHINGTON - U.S. Senators Carl Levin and Debbie Stabenow, both D-Mich., introduced the Great Lakes Short Sea Shipping Act yesterday, which is designed to encourage the use of ferries to transport goods between the United States and Canada.

If enacted, non-bulk cargo would be exempted from the harbor maintenance tax.

“This act will encourage more viable transportation options between Michigan and Canada, increasing our trade capacity,” Levin said. “Increased shipping will also alleviate pressure on the congested roadway border crossings, speeding traffic and decreasing emissions.”

“The majority of our foreign trade is directed into Canada,” said Stabenow. “This legislation will provide another much-needed trade route between Michigan, Great Lake states, and Canada, helping to create jobs and encourage economic growth here at home.”

The act, S. 1509, would repeal the .125 percent tax assessed on non-bulk cargo transported between U.S. ports and cargo imported to the U.S.

By eliminating the tax, the playing field will be leveled for trucks and vessels carrying the same sort of cargo.

Eliminating the tax will encourage the development and use of freight ferries to move cargo efficiently, reduce congestion at border crossings, and reduce air pollution.

Several freight ferries are being considered throughout the Great Lakes region, including one in Detroit.
