Saying his party wants Parliament to work, Opposition Leader Stephane Dion has indicated his Liberals will not force a federal election by voting against the throne speech to bring down the minority Conservative government.

The NDP and Bloc said last night that they will vote against the speech which opened the fall session on Tuesday.

Without the Liberals joining them, the two parties lack enough votes to topple Stephen Harper's government.
