34. The Department of Transportation and the Department of Fisheries and Oceans should investigate and implement the requirement for increased radar reflectance and visual locating devices for canoes in distress situations. This could include the requirement for radar reflective devices or daytime smoke flares or flags that could be affixed to or deployed from canoes in emergency situations. Due to the low waterline, especially in a swamped canoe, this requirement should be added to the safe boating guide and associated regulations. The Department of Transportation should require PFD manufacturers to attach suitable whistles to all PFDs.

36. Signal mirrors (heliograph) should be added to the required equipment for all boats.
