Dear Mr. Brechin: Re: Industrial Lands Servicing Strategy Site 1 (b) - Southeast Corner of Base Line and Leigh's Bay Road

We have had an opportunity to review the Information Circular that has been circulated by Mr. Manzo to residents in the vicinity of Site l(b) together with the response prepared by Mr. Wierzbicki dated March 10, 2003.

Our firm has been involved in undertaking the Class Environmental Assessment tasks on behalf of the City and several of the issues raised in Mr. Manzo's Information Circular relate to the work completed by our Firm and/or our subconsultants.

Specifically we wish to address the following issues raised in Mr. Manzo's Information Circular.

1. On-site soils conditions. A geotechnical investigation was completed by a competent and experienced Geotechnical Engineering firm (ie: TBT Engineering) and comments on the results of that investigation are included in Mr. Wierzbicki's March 10th response. We have also attached a more comprehensive summary of the write-up included in the geotechnical report relating to foundation considerations.

2. Potential Impacts to existing wells. As noted in Mr. Wierzbicki's response, the study team initiatcd a Hydrogeological investigation in the study area to identify the potential impacts of the proposed servicing work on the ground water regime. Although the potential for adverse impacts is unlikely, action has been taken in the design of the services (ie: reroute to the south) to mitigate possible impacts to the yield from the existing wells. In addition monitoring of well water quality will be undertaken prior to and following construction as noted in Mr Wierzbicki's response.

3. Responsiveness to issues raised by the public. Following the July 18, 2002 public open house TSH prepared a report summarizing the input received. The concerns raised relating to area wells resulted in the initiation of the Hydrogeological study referenced above. In nddition responses were prepared and issued to the residents and agencies that submitted comments. A copy of the letter that was issued to area residents was appended to Mr. Wierzbicki's response.

In summary we wish to acknowledge that we have had an opportunity to review Mr. Manzo's Information Circular and Mr. Wierzbicki's response. We believe lhat Mr. Wierzbicki has provided factual information relating to the issues noted above.
