The Norwegian Board of Forensic Medicine must review the the experts' findings.

Breivik is scheduled to be tried in April.

However, it seems probable that he will be placed in psychiatric care rather than prison.

The psychiatrists believe the 32-year-old was in a psychotic state during a shooting spree and car bombing.

The incidents left 151 other victims with injuries.

Breivik has admitted to the attacks but pleaded not guilty to charges.

He claims his actions were necessary to defend Europe against a Muslim invasion.
