Mayor Provenzano has sent SooToday some information to clarify this article.

He says this initiative is just a standard annual review of the CAO's position and it only needed to go to City Council because he needed a committee struck.

Mayor Provenzano says he sent the following email to members of council, and Councillors Shoemaker and Myers "were simply the first two to respond."

Council:

Please see the motion below.

It is self explanatory - one year is up for Al and we need to do a performance review and set some goals for year two.

I do not think more than three of us should actually sit in on the review but that is not to say that it should not have everyone's input.

You will see that I embedded, in the motion, the requirement to seek all of council's input.

If you are interested in sitting on the committee, please advise.

Also, I would like this motion to carry at the coming meeting so a mover and a second would be helpful.

Please advise if you would be willing to move/second.

Please refrain from debating or discussing the motion by email.

Please just advise if you are willing to sit on the committee and or move the motion.

If you don't agree with it for some reason, that can be voiced and debated at council.

Original Sept. 23 article

City Council will be asked next week to establish a committee to review the job performance of Chief Administrative Officer Al Horsman.

Wednesday of next week will be the one-year anniversary of Horsman's replacing of Joe Fratesi, whose 19 years in the job made him Sault Ste. Marie's longest-serving CAO.

Ward 3 Councillor Matthew Shoemaker and Ward 2's Susan Myers will introduce a resolution pointing out that a one-year performance review is in order and City Council may also wish to set goals for Horsman's second year.

In their resolution, Shoemaker and Myers suggest appointing themselves to the proposed CAO performance review committee, along with Mayor Christian Provenzano.

Malcolm White, deputy CAO and city clerk, would serve as staff resource to the committee.

The resolution calls on the new committee to "seek and solicit input from the remainder of council, which input will inform both the performance review and goal setting."

Horsman was signed to a four-year, renewable contract as CAO after city councillors unanimously agreed he was the best candidate.

Horsman has a bachelor's degree in geography and mathematics and a also a master's degree in administration from the University of British Columbia.

He also has a master's degree in environmental studies (urban geography/transportation) from the University of Waterloo. 

Before coming to Sault Ste. Marie, Horsman was deputy CAO in Guelph, CAO at the City of Kawartha Lakes, Infrastructure Ontario's vice president of project development, acting director/senior manager at the Ministry of Municipal Affairs & Housing, senior policy advisor at the Ministry of Public Infrastructure Renewal, City of Toronto senior manager in the financial planning division and Toronto Transit Commission corporate budget specialist and assistant chief of revenue operations.

Here in the Sault, Horsman has presided over implementation of major organizational changes approved by City Council in its 2016-2020 Corporate Strategic Plan.
