Rachel Tyczinski climbs the ladder

She was picked tonight to replace city clerk Malcolm White, who's replacing chief administrative officer Al Horsman, who attended his last council meeting tonight

Sault Ste. Marie City Council tonight approved the appointment of Rachel Tyczinski to one of the Civic Centre's most responsible positions.

After nine years as deputy city clerk and manager of quality improvement, Tyczinski has been promoted to city clerk, responsible for documenting the actions of City Council and administering municipal elections.

Tyczinski started with the city in 2005 as corporate affairs officer.

She served as the clerk-treasurer-administrator of the Township of Prince from 1993 to 2005.

Tyczinski replaces Malcolm White, who was recently tapped to replace Al Horsman, the city's chief administrative officer.

"Tonight will be CAO Horsman's last council meeting," said Mayor Christian Provenzano.

"He'll be with us for another couple weeks still, but tomorrow Malcolm White will officially take over as the CAO."

On behalf of City Council, the mayor thanked Horsman for almost four years of service to the city. "I was really impressed with how much affection he has for the community."

"It's been a very challenging four years," Horsman told tonight's council meeting.

"We had a major taxpayer [Algoma Steel] not paying their taxes. We went into a CCAA [Companies' Creditors Arrangement Act] process a couple of weeks after I arrived."

"We had another employer that shut their doors, not unexpectedly. We had a double-digit unemployment rate as a result of some of those challenges."

"Where I was really taken was by the previous mayor and council, and this mayor and council, in terms of showing leadership to meet those challenges head-on, by bringing together a corporate strategic plan and putting together what ultimately became FutureSMM – a community action plan."

"We're on a really good path here in Sault Ste. Marie now.... I'm really proud of what has been done," Horsman said.
