POSITION SUMMARY
Reporting to the Executive Director of Garden River First Nation, the Public Works Manager is responsible for project planning and maintenance for the Public Works Department. The Public Works Manager functions within legislative requirements, regulations, policies and procedures and the Mission, Beliefs and Vision of the Garden River First Nation, and contributes to the accomplishment of the strategic priorities.

DUTIES
• Overseeing the supervision and seasonal maintenance of GRFN community roads and parking lots to ensure all roads meet GRFN standards, and fix when required
• Planning the work schedule for the Public Works crews on a daily, weekly, monthly and yearly basis in accordance with identified priorities and approved budgets
• Fielding calls and assigning direction on all public works matters
• Working on future development of the Garden River First Nation regarding anything to do with outside planning (e.g subdivisions, water upgrades, roads, railway crossing upgrades)
• Responding to all concerns from the public in a friendly and professional manner
• Supervision of all Public Works staff, including coordination and scheduling, training, etc.
• Obtain quotations, recommend selection and supervise any/all sub-contractors performing work for the Public Works department
• Attend all necessary meetings involving areas of responsibility (e.g. Chief and Council, Government agencies, utility companies, concerned public, other program managers etc.)
• Administer the Public Works operating budget and assist in annual budget preparations
• Complete, at minimum, annual performance evaluations for all Public Works employees, ensuring that the objectives of the Garden River First Nation are being met by all Program personnel
• Initiating a recruitment process based on Program needs, and in conjunction with Human Resources; participating in the selection process
• Liaise and correspond with various governmental agencies with respect to various special projects and other annual programs delivered to Garden River First Nation
• Ensure employees are following established safety policies and procedures, rules and regulations
• Performing other duties as may be required or assigned

QUALIFICATIONS
• Completion of Grade 12 supplemented with post-secondary education in the construction, civil engineering or related field
• Required three years related experience
• Related skills including, Canada Labour Code basic training, Canada Labour Code Health and Safety Committee Training, WHMIS, First Aid,
• Demonstrated sensitivity to and knowledge to the First Nations cultural values and traditions
• Ability to use good judgement in assessing difficult situations
• Ability to be consistent and display and a positive/helpful attitude
• Ability to work under pressure to meet deadlines
• Excellent organizational skills, time management skills, interpersonal and communication skills, both oral and written
• Excellent computer skills including MS Word, Excel, Internet, Email and Outlook
• Must undergo a criminal record check prior to employment (At Applicant Expense)
