Position Summary

Reporting to the Director – CI & Quality Assurance, the Senior CI & Quality Assurance Advisor is responsible for promoting and enabling a culture of operational excellence, agile execution and continuous improvement within the Enterprise Procurement team by comprehensively understanding OLG business and regulatory compliance requirements, designing high-quality integrated business processes and procedures, and delivering best-in-class templates and tools that support and augment departmental performance. This individual will actively contribute to a positive, productive and innovative work environment to build strong, collaborative working relationships with both internal and external stakeholders.

What you will be doing:


Procurement Policy, Process & Procedural Management

  • Functions as the internal subject matter expert on public procurement policy, interpreting and translating policy into operational processes and procedures
  • Ensures OLG corporate procurement policy is accurate, up-to-date and properly aligned with all relevant public procurement directives and associated treaty agreements
  • Audits procurement initiatives periodically to ensure compliance with existing procurement policies in concert with OLG compliance partners
  • Designs, builds and documents end-to-end procurement processes and associated procedures across the source-to-pay lifecycle to drive improved efficiency, integrity, transparency and performance
  • Owns the quarterly Enterprise Procurement business process review to ensure accuracy, efficiency and consistency is being maintained across all relevant processes and procedures, fully integrating business stakeholder needs and leveraging existing tools, templates and associated resources
  • Conducts benchmarking and current-state gap analysis on internal business processes to identify opportunities to generate increased business value within the source-to-pay procurement lifecycle
  • Identifies, facilitates and leads process improvement workshops and strategic initiatives
  • Integrates and applies LEAN methodologies across Enterprise Procurement to drive enhanced performance, employee engagement, collaboration and creative ideation


Documentation & Templates Management

  • Ensures all procurement templates in active use are centralized and easily accessible, functionally and technically sound, properly vetted and reviewed and fully contemplate the current state of public procurement regulatory requirements as it pertains to OLG (Ex: RFP, RFI, RFQ, RFS, etc)
  • Ensures there is an up-to-date and high-fidelity template for all major commercial contracts that is readily accessible within a centralized repository at all times (Ex: NDA, MPSA/MSA, SOW, etc.
  • Works with Enterprise Procurement Category Managers to design and maintain category-specific sourcing templates and commercial contracts, ensuring quality standards are continuously maintained


Systems & Tools

  • Ensures monitoring tools, measurement frameworks and training are in place to effectively gather data
  • Oversees gathering of baseline operational data within source-to-pay business process lifecycle to identify opportunities for improvement and track any improvements
  • Supports implementation and ongoing management of procurement-related technologies including eSourcing, contract management and spend analytics
  • Identifies and researches new procurement-related tools and technologies and brings forward recommendations for review and potential implementation, where applicable


Stakeholder Integration / Communication

  • Works with Enterprise Procurement team and OLG business leads in the development of monitoring frameworks, key performance metrics and associated telemetry and diagnostics to support Contract and Supplier Performance Management
  • Develops and maintains communication templates for key supplier contact points
  • Responsible for ensuring successful transitioning and onboarding of new suppliers to associated business stakeholders following the completion of a procurement initiative
  • Ensures all changes to procurement processes, procedures, templates and tools are efficiently communicated to all procurement professionals and properly documented for record-keeping purposes


Compliance / Risk / Audit

  • Ensures Procurement Policy, Contract Management and Supplier Performance Management processes and procedures are aligned with OLG’s Enterprise Risk Profile and other associated ERM policies in close collaboration with OLG business partners
  • Stays abreast of the evolving regulatory environment through appropriate channels and networks
  • Interprets impending regulatory change, determines potential impact to OLG procurement and/or contract management practices, develops potential solutions and/or mitigatory strategies
  • Balances OLG business performance objectives with public-sector regulatory/legislative compliance requirements when structuring, implementing and maintaining procurement and contract management policies, processes and procedures


Training & Deployment

  • Develops and maintains all procurement-related training materials and ensures appropriate processes are in place for new team members to access applicable training and onboarding materials
  • Facilitates and empowers team members to proactively engage in departmental problem-solving initiatives
  • Engages with business leads to understand, design and deliver information sharing to shape and strengthen points of integration with line of business stakeholders


Research & Development

  • Supports research-driven market intelligence initiatives within Enterprise Procurement to inform strategic planning and sourcing capability progression


  • Fosters an environment that encourages employee growth, development and continuous improvement
  • Promotes a coaching and mentoring culture within the department, ensuring people leaders are willing and able to properly support their staff
  • Leads by example, focusing on personal career development and pursuing opportunities to increase relevant knowledge base and skill sets
  • Oversees workflows and outputs from CI & Quality Assurance Specialists as related to areas of responsibility
  • Supports OLG talent management succession planning strategy by making sure capable people are identified and have action plans in place that align to individual and organizational needs

What we are looking for

  • 7-10+ years in continuous improvement, quality assurance or business process improvement roles
  • Deep experience within procurement operations (source-to-pay lifecycle, commercial contracts, invoicing processes, contract/supplier performance management)
  • Demonstrated ability to manage and lead complex multi-stakeholder projects involving cross-functional teams from planning through to successful implementation   
  • Strategic planning, critical path and project road-mapping
  • Previous experience working in a Project Management Office and/or agile work environment a plus
  • University Degree, BA or BS, in a relevant field required
  • Professional Procurement/Sourcing/Supply Chain certification a plus
  • MBA, JD or related Masters-level education a plus
  • Domain expertise in public procurement and deep operational knowledge of procurement source-to-pay business process lifecycle
  • Working knowledge of OLG operations a plus
  • Demonstrated success implementing process and capability improvement projects
  • Knowledge of and/or experience implementing regulatory compliance best practices, change management principles and continuous improvement methodologies in a public-sector environment
  • Practical working knowledge of Lean and Six Sigma principles and methodologies resulting in measurable and tangible organizational benefits
  • Experience in public sector procurement law and policy management is an asset
  • Excellent communicator, proactive and responsive, highly organized and attentive to detail
  • Highly resourceful and self-directed with strong problem-solving and root cause analysis skills
  • Systems-thinker, can translate complex conceptual models into simplified operational frameworks
  • Comfortable presenting to senior leadership in a concise, well-planned and professional manner
  • Self-driven and results-oriented with rigorous personal performance standards
  • Superior customer service skills and demonstrated ability to work collaboratively in a team environment
  • Superior level of proficiency in MS Office with specific strength in MS Word, PowerPoint, Visio, Project and/or related business applications
