On Sunday Oct. 16 at 3 a.m. city police were called to investigate a collision on Elmwood Avenue where a 2006 Hyundai struck a parked tow truck.   

The driver of the Hyundai was displaying signs of impairment and was subsequently arrested by police. The driver was brought to the police station where he subsequently failed a breath test. 

21-year-old Armand Binguis of Hudson, Ontario, has been charged with Impaired Care and Control of a motor vehicle, and Care and Control Over 80mgs. He is scheduled to appear in court on Nov. 21.
