Ford made the announcement alongside the finance minister, municipal affairs minister, and minister of transportation today

Update:

The provincial and federal governments are providing up to $4 billion in funding to Ontario's 444 municipalities, Premier Ford said in a press conference this afternoon.

The funding is meant to help municipal governments maintain critical services, such as transit, as they recover from COVID-19.

A press release issued by Ford's government states "The Safe Restart Agreement will help ensure a strong and safe recovery for Ontario through investments in testing, contact tracing and data management; health care capacity and mental health; protecting vulnerable populations, including people experiencing homelessness and seniors in long-term care facilities; securing personal protective equipment (PPE); child care for returning workers; and support for municipalities and public transit systems."
