Not everybody is getting raises.
I do agree, though - things should be fair.
I asked the same question - how come my co-worker got treated better than me (top up, benefits, paid sick days, etc.) - the answer, of course, is they had a permanent job and mine was just contract.
Unfortunately, where I am, there is no union, so wasn't much that could be done about it.
