That's a good idea about copying the letter and putting it in the mailboxes of the houses you suspect that the man lives in. Also, print out a copy of all the comments that the readers have submitted. I'm hoping the Humane Society will investigate this matter and confront the idiot. He needs to stop this. Kuddos to the witness/writer of the letter. You didn't turn your back, you ARE doing something. Keep an eye out for him, eventually you will see him and/or the dog again and can find out where they live. That dog needs to be removed and placed in a loving home.
