Part of the problem in our area is that whenever someone gets in trouble with the law, the first thing that is suggested to them is to sign up for rehab, in order to get a favorable pre-sentencing report.It clogs up any local help that non-offenders could have access to.With our courts as busy as they are, the waiting list is a mile long.
