EDMONTON - The Alberta budget holds the line on day-to-day spending and contains no new taxes, but the province plans to borrow billions to build schools, hospitals and highways.
The government is looking at more than $6.3 billion in red ink and says there is no extra money earmarked for negotiations with doctors, nurses or teachers.
