Higher costs, lost jobs
Monday, March 04, 2013 by: Darren Taylor
Higher costs for water and electricity, loss of jobs, and reduced local control over the Sault PUC.
Sault Ste. Marie PUC Inc. President and CEO Dominic Parrella, in a report to City Council Monday, warned those would be the results for Sault Ste. Marie if the provincial government acts on recommendations to amalgamate Ontario’s existing 73 utility companies down to between eight and 12 regionalized utility companies, with only one utility company servicing all of Northeastern Ontario.
That utility company office would likely be based in Sudbury, Parrella told Council.
The controversial and alarming Drummond Report of February 2012 contained a long list of cost-cutting recommendations for the provincial government.
From there, the Ontario Distribution Sector Review Panel examined the Drummond Report and issued a recommendation in December 2012 that the province follow through with utility amalgamation.
The panel’s report also urges if utilities fail to amalgamate within a six to nine month period, that amalgamations be forced by provincial legislation.
The Sault Ste. Marie Ratepayers Association (SSMRA) and Sault Ste. Marie PUC Inc. management officials met at the Civic Centre last week and both are agreed that the City of Sault Ste. Marie, as PUC Inc.’s sole shareholder, must let the provincial government know of their opposition against utility companies, like the Sault’s PUC, being amalgamated into huge, regionalized utility companies that service entire regions of the province.
In addition, the Association of Municipalities of Ontario (AMO) and the Electricity Distributors Association (EDA) have both indicated their opposition to the Panel's recommendations.
Parrella told Council the six to nine month amalgamation timeline recommended by the Panel is "unrealistic."
He also emphasized in his report that claims of savings through amalgamation of utility companies lack evidence.
If anything, a PUC report states, costs for utility customers across Ontario have actually gone up due to a decline in the number of utilities that occurred from privatization of Ontario Hydro by the former Progressive Conservative provincial government in 2000.
After fielding questions from Council, Parrella said that when he approached Ontario Premier Kathleen Wynne about the amalgamation issue last Friday when the entire provincial cabinet gathered in Sault Ste. Marie, Wynne told him it is the government's position that any utility company amalgamations should be voluntary.
Regardless, Parrella urged Council "it is still very important we make our case to all political parties (at Queen's Park)."
Council agreed unanimously, and resolved to arrange a meeting with Sault Ste. Marie MPP David Orazietti to remind him of City concerns over the amalgamation question.
Correspondence from the City will also be sent to Ontario's Minister of Energy.

Ricatoni 3/4/2013 7:11:02 PM ReportPropaganda by people worried about losing their cushy jobs......were is your proof parela????you say lost jobs and higher rates put you show or give no proof??? are you worried about losing your new building???LOL
GAJ 3/4/2013 7:42:47 PM ReportAfter the PUC destroyed our water, I think having Sudbury manage our PUC might be a good thing. I was in Sudbury last weekend and their water is better than ours by a long shot - I could actually drink it as it came out of
the tap. We used to have the best municipal water anywhere, but not anymore. Another potential benefit is that we could sell that new building on Second Line and use the proceeds to improve our infrastructure, which the PUC consistently blames for our frequent power outages. We could also use the money to lower our rates and possibly attract new industry.
bow buddy 3/4/2013 8:21:22 PM ReportYou people continue to make very uneducated statements. Have you read the report? You should be scared indeed. Why are you so mean in the comments to people that you don't even know? It is horrible to think that people out of town can see this stuff. You should be ashamed of yourselves. Hard to believe that Saultites treat each other this way.

kar81 3/4/2013 9:11:03 PM ReportBow.. well said.
Does anyone think before they type on this web site? It blows my mind to think that you would be against keeping the jobs local, done by the people who know whats really going on here. Dont worry though... when there is a power outage, im sure it will be fixed right away.....
Much like the highways and Transfeild...
Just my poorly under educated opinion, im sure people will jump all over this with some b.s.
rcssm69 3/5/2013 6:59:54 AM ReportYes GAJ...let's sell the building! Anyone interested in a $20,000,000 building??? Anyone???
GAJ...Sudbury is only 300km away! If you leave now you can get there before lunch and have a drink of water with it!!! Bye!
The amalgamation would be awful!!! As mentioned, you want to call Sudbury for problems? How did that go for Union Gas when they closed their office??? It sucks having to get a hold of them!!! Bell Telephone's office as well!!!
Jobs will be lost and that isn't good for anyone!
kidsrule 3/5/2013 7:18:24 AM ReportI agree with GAJ. Our water sucks. You have to let it run for a good 10 minutes before it is clear. It still has a taste. As for having our services come from another place, that isn't a big deal. I have had emergency situations with the gas company, and even then they were quick to respond. It is what this world is coming to. Automated phone services for everything. I don't know why they built another building.
Rocky44 3/5/2013 7:46:33 AM ReportWhy is it that everytime there are cost cutting recommendations, it is recommended to increase cost to the tax payer in one way or an other?
billeh 3/5/2013 8:00:23 AM ReportIf the Soo's PUC belongs to the Corp. of S.S.M. and the Corp. belongs to it's people than why don't we start up a petition ^^ The way our forefathers created this country we should not give up our republic rights. Someone concerned enough/ with enough time on this issue should get 40,000 signatures and they legally won't be allowed to absorb the PUC
s*m*r*t 3/5/2013 8:18:13 AM ReportBefore making such damning statements it would help to do some research. If the forced mergers were to take place it would be for the Electric side only. Therefore, the water would remain owned by the City of Sault Ste. Marie. The city of Sault Ste. Marie would no longer own any of the Electrical Distribution equipment - and no, they wouldn't receive any money for their assets, it would just cease to belong to us. The company that would most likely "take over" PUC would be Hydro One, the company with the HIGHEST distribution rates in ALL of Ontario. Your bill would increase SUBSTANTIALLY. Also, because the water and Electricity would be seperated, it is likely your water rates would need to increase substantially to offset the loss of efficiencies gained by having the two sides combined. So yes, you're right, this is a DREAM COME TRUE - Higher Electric Bills, Higher Water & Sewer Bills, Loss of Local jobs, Loss of Control over local resources...AWESOME!
Moonshiner 3/5/2013 10:02:38 AM Reportsounds like new priemier is off to a good start! After all, how do you think they can pay 5 times the generation rate for green energy and not be screwing somebody?
rcssm69 3/5/2013 11:37:13 AM Reportkidsrule...
You truly must be a kid to not understand what could happen! Let's get you on here when it's your turn to possibly lose your job due to cuts, take-over, almagamation, etc... I'm talking when you grow up and have a family to take care of and bills, etc...
The water can be fixed...the loss of jobs will never!!!
