'It's time to reconnect with the PUC'
Thursday, February 28, 2013 by: Darren Taylor
It isn’t often ratepayers agree with the various levels of government or corporations, but this might be a first.
The Sault Ste. Marie Ratepayers Association (SSMRA) and Sault Ste. Marie PUC Inc. management officials met at the Civic Centre Wednesday evening and both are agreed that the City of Sault Ste. Marie as PUC Inc.’s sole shareholder, must let the provincial government know of their opposition against utility companies, like the Sault’s PUC, being amalgamated into huge, regionalized utility companies that service entire regions of the province.
The Drummond Report of February 2012 contained a long list of cost-cutting recommendations for the provincial government.
From there, a Distribution Sector Panel examined the Drummond Report and issued a recommendation in December 2012 that Ontario’s existing 73 utility companies be whittled down to between eight and 12 regionalized utility companies, with only two utility companies servicing Northeastern Ontario, including Sault Ste. Marie.
Utility Boards, like that of PUC Inc., would have minimal control over Sault Ste. Marie’s water and electricity matters.
PUC Inc. President and CEO Dominic Parrella said the panel’s recommendation that amalgamations take place over a six- to nine-month period is unrealistic.
The panel’s report also urges that if utilities fail to amalgamate within that six to nine month period, that amalgamations be forced by provincial legislation.
Parrella stated claims that significant savings would be made if new, regionalized utility companies were brought into being lack supporting evidence, adding that regional mergers would cost more because of the administrative costs involved in running new regionalized utility companies.
Parrella pointed out costs for utility customers across Ontario have actually gone up due to a decline in the number of utilities that occurred from privatization of Ontario Hydro by the former Progressive Conservative provincial government in 2000.
Ratepayers Association spokesman David Poluck told SooToday.com it is time to “reconnect with the PUC.”
“We’ve got to start spreading the word that this thing (regionalization) is coming. We have to coordinate our actions with the PUC. We’ll be meeting with Frank Fata (City Councillor and PUC Board member) Thursday and contacting (Sault Ste. Marie MPP) David Orazietti.”
Poluck told us the Ratepayers group is considering conducting a public survey on the matter within the next few days.
When asked if the PUC has contacted the province with its’ concerns over the concept of regionalization of utilities, Parrella said the City of Sault Ste. Marie, as the PUC’s sole shareholder, will present its case against the recommendation.
"What we’ve done is we’ve advised our shareholder (the City) of this report,” adding the matter is on City Council’s agenda for its’ regular meeting on Monday, March 4.
"We’re recommending the City take action to advise the government of their concerns, especially forced amalgamations. Amalgamations should be voluntary. In some cases amalgamations make sense, but they should be voluntary and driven by a solid business case, good for the shareholder and the customer.”
That is a view shared by the Electricity Distributors Association (EDA).
Parrella continued: “Forced amalgamation doesn’t work; it’s not based on a sound business case.”
Parrella said that so far, the governing Liberals and the opposition parties have given no indication they plan to move ahead with regionalization of water and electricity distribution.
However, Parrella added: “That doesn’t mean they, or a future government, may decide to do so in the future.”

RLE 2/28/2013 10:36:06 AM ReportPerhaps office staff would have better customer relations skills. Also we might get back to better tasting water.
Hard to have any sympathy for an outfit run like this one.
scottstewy123 2/28/2013 10:38:25 AM ReportSomething tells me that we the tax payer is going to get hosed in this deal
Wisenheimer 2/28/2013 10:41:06 AM ReportSounds like Obama crying wolf over the sequester. Rates go up just fine with the bunch who run it now. The 20 mil blown on the new palace could have fixed a sh*#t load of old water mains.
NOS2002 2/28/2013 10:43:51 AM Report"...we miscalculated the rate increases for the cost of the aging infrastructure and as a result your rates will go up another 5%. The merging of our utility companies is strictly an untimely coincidence and should not be counted as a factor..."
Resident 2/28/2013 10:49:01 AM Reportweisenheimer: What?
KMF61MCF 2/28/2013 10:58:42 AM ReportDoesn't matter what any of us rate payers say they will do what ever they want.I thought they said a 10% increase?
Grace 2/28/2013 11:06:05 AM ReportSo... throw your hands up one and all!!
Give up now and let it happen so you can whine later... when hydro one rates are high service is horrible...
NOS2002 2/28/2013 11:06:07 AM ReportThey did say 10%..i'm just assuming they'll tack on an additional 5% to cover their merger...
harry dick 2/28/2013 11:50:50 AM Reportthis is to "GRACE"; we have already lost control of our utilities to big business when the conservatives privatized utilities in the year 2000.
we are at the mercy of greedy businessmen like the one we have in the sault.they build a multi million dollar building , use cheaper chemicals to CLEAN our water, which has left us with water that is no better that sudbury or toronto's. WE DID HAVE THE BEST TASTING WATER AROUND UNTIL THESE PEOPLE STARTED LOOKING FOR MORE PROFITS FROM IT.
the one thing everyone is forgetting is , the water belongs to us , they are just treating it for us , and charging us a fee to deliver it to us , WHETHER OR NOT WE USE IT. where did all the flat rate money go over the last 50 years. that money was to be used for upgrades. it probably went into someones pocket. Also our sewer charge is almost triple our water consumption . that charge in itself should cover replacing pipes as well as sewers that last 70-80 years.
With the amalgamation looming , these people are worried that the profit will go into someone else's pocket instead of theirs.
ALL WE CAN DO IS WHINE ; OUR HANDS ARE TIED . WE NO LONGER HAVE CONTROL OVER WHAT HAPPENS TO OUR UTILITIES.
Grace 2/28/2013 12:03:27 PM ReportHarry, Did you go last night to voice your opinion? Just curious.
TOOLY 2/28/2013 12:39:05 PM ReportAnother example how big business rapes the rate payers and give very little in return.
Oh sorry we do have a large useless structure on the Second line!!!
GotRotties 2/28/2013 12:49:24 PM ReportMy PUC bill this month is over $170...and NO I dont have ELECTRIC heat..this is ridiculous..it cant cost that much!!
MikeQ 2/28/2013 1:00:27 PM Report@GotRotties
Sure it could be... i have electric heat in a little semi, and mine was 370.
MikeQ 2/28/2013 1:01:23 PM Report@Got Rotties
Point being that 170 isn't really reflective of a bill with electric heat...if you had electric heat it would be closer to 400.
JellyFisch 2/28/2013 2:22:35 PM ReportGotrotties. How is your bill so high? Do you get billed bi-monthly? Monthly? Do you have a large family? Does this include water?
Curious because in a family of 3 in subury, where's distribution charges are WAY higher than Sault's PUC, about 50 dollars per month, my bill bi monthly is about $80-$90 give or take. But I'm also very conscientious about energy usage.
s*m*r*t 2/28/2013 2:47:08 PM ReportClearly none of you decided to attend the meeting to voice your concerns, or heaven forbid, educate yourselves on what is going on. First off, PUC has the second lowest distribution rates in ALL OF ONTARIO - If a merger occurs with Hydro One (the HIGHEST distribution rates in all of Ontario) what direction do you really think your bill is going to go in? Second, you think PUC doesn't care about you now, how much do you think someone sitting in an office (or more likely call center) in Southern Ontario is going to care about your plights? Third - The PUC did NOT decide to change the water to save money - the provincial government MANDATED that PUC change the way it treats water. PUC does NOT set the Electricity Rates, PUC did not CHOOSE to implement smart meters, PUC doesn't even control what it can charge customers. All interesting facts that you could have learned last night. I advise you all, go to PUC's website at ssmpuc.com and educate yourselves. All these issues you've identified are actually issues that are a DIRECT RESULT of Provincial Government mandates & Legislature, do you really think things will get better by letting them put their hand in the pot even further? Put your time to better use, stop whining about things you clearly do not understand, learn what is really going on, and then talk to the people that can do something about it! I'm sure Orazetti would love to hear from you!
Grace 2/28/2013 3:24:09 PM ReportWell said s*m*r*t!
I do enjoy reading a post from someone that has done their homework!
Keep up the good work!
khari 2/28/2013 4:12:45 PM ReportHello Grace. Did you go last night to voice your opinion.. How did that work out for you???
probie 2/28/2013 4:45:31 PM Reportjust throwin this out there. 4 level side split , eletric heat two adults two children. only do laundry after 7 and only bath after 7. this equals to $400 dollar monthly bills in the winter months.this my friends is BRUTAL .
Just sayin
Grace 2/28/2013 6:10:02 PM ReportYou know it! Learned a lot.
PUC reps were friendly cordial and professional giving two well prepared and informative presentations.
Guess you'll have to wait to see a repeat performance Monday night city council meeting.
43kidsandgrowing 3/1/2013 10:00:29 AM ReportWhat I want to know, is who is footing the bill for the new PUC building. Their power bill must be outrageous. Has anyone driven by there at night? It's light up better than the Golden Nugget in Vegas. Is it open 24hrs or what? Meanwhile, the rest of us are trying to conserve energy.
It's a joke.
