Possible pay freeze for public sector management

Capping executive compensation and freezing pay for public sector managers
McGuinty government taking strong action to control spending, eliminate deficit
Ontario is proposing to cap compensation for its executives and put in place a two-year pay freeze for managers who are eligible for performance pay.
Managers across the Ontario Public Service (OPS) would see a three-year freeze.
These measures are being introduced because the government believes everyone has to do their share to help eliminate the deficit.
Ontario has already asked some of its partners, like teachers and doctors, to take a two-year pay freeze.
Under the plan, executive pay would be permanently capped at no more than double the Premier’s salary - $418,000 per year.
Public sector managers would not earn any more money for the next two years than they did last year.
The amounts shown on T4 slips would not be able to increase, except under special circumstances such as a mother returning from maternity leave.
The freeze would also decrease future pension expenses.
The McGuinty government is taking strong action to achieve its fiscal targets by reducing costs while protecting front-line services.
This announcement builds on the restraint initiatives that the government has implemented since 2008.

Quick facts
Compensation costs account for the majority of Ontario-funded program spending, either paid directly through the OPS or as part of the government’s transfer payments to universities, hospitals and other public-sector partners.
The proposed freeze on compensation for managers in the OPS would save the government approximately $12 million this year.
To eliminate the deficit while protecting the health and education services families most rely on, the McGuinty government’s plan requires strong management of current and future compensation costs, including wages, benefits and pensions.
These measures apply to the Ontario Public Service, government agencies and the broader public sector.
The 2011-12 Public Accounts revealed that the province's results for the 2011-12 fiscal year were $3.3 billion ahead of the plan projected in the 2011 Budget. This marks the third consecutive year in which the province has improved on its fiscal projections.

And being a Deputy Minister is like being the COO of a multi-billion dollar corporation. The needs to be high enough to attract the appropriate talent and in recognition of the huge job it can be.

bumbacco 9/20/2012 6:06:13 PM ReportThis is disgusting. The gov is giving themselves raises when they make 157000 a year but yet cutting jobs in Ontario. They are also increasing their pensions imagine that a full federal pension after 4 years in office and they get another one if elected to another term. After their budget came out 124,000 people will be out of work by the time it is played out. they want to freeze wages on people that make over a 100k per year why not create jobs with that money or help the people with no work or that break their backs for under 40k per year. wow

Are you kidding me? MAYBE equivalent to Manager of a $500,000 company - at best. Less risk, less stress, less accountability (real accountability).
$400k for these bureaucrats is NONSENSE! You could fill the position with highly skilled people for 1/4 that amount.
Besides, we should have the best and brightest people wanting to be in the private sector, innovating and building companies - not administering and shuffling papers and policies.

These are not appointments, they come from the electorate , you the very same people who voted for them. Mcguinty, orazietti,tony martin, all elected by you.Their renumeration is public information and therefore if you can get to their position you will be eligible for the income that comes with the position. If you cannot get to their position then therefore they must deserve whatever high pension or salary that comes because in essence they were better than you.

And Justin, don't give us that line about needing million dollar compensation packages to attract the best managers. The taxpayers are tired of being told this line of B.S. If the managers don't want to work for a reasonable salary with good benefits, they can take their chances in the private sector. Somewhere the culture of entitlement has to stop. Ontario has no more money, it's time we realized that!

MPP's are saying they deserve a 25% increase in pay. I thought they were out of money!You should see their severance package - yes that is in addition to the pension and salary.
The government just starts throwing numbers around and you fall for it hook line and sinker. They just want us all to turn on each other - create a smoke screen while they take more.
The Liberals are the crooks. They created the debt and they need to fix it. Perhaps Gail Vaz-Oxlade from Til Debt Do Us Part can help the Liberals!

It's a damn scam and these folks are galactically overpayed !
i.e Ron Gagnon as an example...a mismanaged, hell hole of a hospital on the brink of financial collapse and the failure at the helm gets a 200k plus salary plus car allowance. I am really pissed that our very own hospital could be managed just as badly by a Tim Hortons night manager for a fraction of the cost !

It doesn't matter if Mcguinty calls for a wage freeze, two weeks before it would go into effect he would give everyone raises. He did this before and the CEO of our Hospital got a raise greater than most of us make in a year. I believe he is now in the $313,000.00 range and still running in the red.

Why are they not being "told" like all other public servants??? No wonder everyone is frustrated. My salary is frozen and my boss continues to get pay increases???????

horseiv 9/21/2012 10:15:40 AM ReportJustin isn't wrong, while I do not deny that there is definitely shading things happening in any gov't (look at the sault and our CAO) but that being said, proper wages for positions are 100% needed. While it is my opinion that many of these offices need either a shake up/new blood it is the only way to attract talent. You think people are going to put in 60 hr work weeks do things which are on normal days off, and be available at a moments notice to rise to a situation for 80k? No they will go private make much more. Not to mention if we don't pay people enough they will use the experience and simply jump ship

This lib government used my tax dollars to bride votes from public sector emploees and now the carcass is dying from the hemorage and they are crying.This wage freeze is way over due and a quick look at teachers wages will prove it. A 24% increase over the last 5 yrs is ridiculous and certainly out paced any private sectoe jobs.Government at any level has no business being in business. Let the private sector fill all their jobs.Anything the government touches costs more..just look at our medical system!

Truck 9/21/2012 3:00:43 PM ReportNormal rank and file employees in most of the ministries...including the OLG have had their wages frozen for the past 2 years already.....Management and Executives excluded of course.....so ya its about time they sacrifice aswell...but not everyone who works for the Province is a "unionist" or is making more than what their job demands.....try being a public sector employee right now!! You can chirp all you want but most of you only think you know the facts!!

I agree but when for the most part nothern ontario has mostly liberal elecorates , what would a single NDP electorate or a PC for that matter be able to accomplish for this city?
Please dont use todays example because the situation is much different right now and all parties have changed their stance on their own party platforms?
