Fratesi fears Sault to be left out of Northern Growth Plan

While he may still believe in the ideals behind the plan, Sault Ste. Marie CEO Joe Fratesi worries our city will be excluded from advancement opportunities as the implementation process for the Northern Ontario Growth Plan unfolds.

Fratesi said when the growth plan was released last year it gave not only our city, but the entire northern part of the province, hope for the future.

That hopeful optimism has turned into fearful concern.

"We're talking about a plan that's suppose to guide the growth of Northern Ontario for the next 25 years," said Fratesi. "It's intended to connect communities, not make one or two cities stronger at the expense of the other cities."

Fratesi sent an email last week to George Ross, deputy minister of Northern Development and Mines, expressing his concerns about being left out of the consultation process.

"The plan is strong and indentifies the major five cities as economic hubs around which future growth of the province will surround," he said.

"Unfortunately the three rollouts contained in the plan were put together without any meaningful contribution from the North."

The rollouts referred to by Fratesi include the Northern Ontario Policy Institute, regional economic development plan and transportation infrastructure strategy review for Northern Ontario.

Saying he was disappointed with the lack of consultation from communities in the north other than Thunder Bay and Sudbury regarding not only the growth plan, but particularly the Northern Ontario Policy Institute, Fratesi said the location of policy institute announcements in Sudbury and Thunder Bay fuels his fears of predisposition by the provincial government.

He worries appointments for the institute will be based solely on recommendations made by presidents at universities in Sudbury and Thunder Bay and said neither Dr. Richard Myers of Algoma University or Dr. Ron Common of Sault College have been consulted.

Presidents at Laurentian and Lakehead Universities have been added to the 10-member board of directors who will provide the province with recommendations on policies and programs geared towards assisting the Northern Ontario regional economy

"Being the two larger cities, our original suspension of Sudbury and Thunder Bay doing better than anyone else appears to be the case," said Fratesi. "At this point in time it appears the Northern Policy Institute will be directed by Sudbury and Thunder Bay."

He added the two ridings are represented by cabinet ministers in the Dalton McGuinty's Liberal government.

Mayor Debbie Amaroso is upset with the lack of involvement by the Sault in the Northern Multi-modal Transportation Initiative being led by the province, especially considering research done by the city in recent years.

"We've spent energy, money and time doing a number of studies on a multi-mode transportation strategy," said Amaroso. "We want to make sure we have the ability to participate in that study."

In a response letter from Ross, the deupty minister agreed to meet with Fratesi and the other four Northern Ontario CEOs to address their concerns at a still-to-be-determined date.

"I am pleased you consider the Northern Growth plan to have merit, considering it was developed by northerners for northerners through an inclusive process," said Ross, in a letter to Fratesi.

"As you are aware, the announcement for the launch of the Northern Policy Institute is scheduled for August 31 and we are confident the special advisors to the Minister have provided their advice, taking into account contributions from over 1400 stakeholders that surveys were sent to, including input from the northern CAOs, of which yours was a part."

Fratesi said the consultation was limited to brief questions and added the other Northern Ontario CEOs, including those in Sudbury and Thunder Bay, are onside with his efforts.

I'm surprised that Our MPP hasn't commented upon this matter. He should immediately look into same and get back to the community. We would hope and expect that his involvment will immediately produce a possitive outcome.... as has always been the case since he came into this position.....

Joe should just create a position in charge of the Northern Growth Plan and appoint himself to the position.

What would make Fratesi think that the provincial government would ignore the Soo? Is it our new hospital, arena, university, or tons of other investments?

This is just fear mongering by a guy who likes to see his name in print and is a card carrying Conservative.

Enough with the effing studies already! Build it and they will come!

It's an easier sell when you have infrastructure already built ready to take on growth opportunities! Find ways to make funds available in other areas and move forward!

THE northern growth plan is more than just a new hospital not having anyrepresentation on events and plans being installed over the next 25 years is merit for concern ... at least someone is paying attention and asking questions before it is too late ....

I see the beaurocratic process that must be adheared to before anything is actually done for this city! All that consulatation and studies and money first thrown elswhere before it finally arrives here. Its absolute garbage. I think the sault need new leaders with fresh thinking. We need people who are pro active. Out with the old in with the new! Our city swings in the balance of 1400 stake holders accross the north. So it could be a hit or a miss. What a joke!
We should have implemented progress for our city long ago. We just sit and sit on it like a bump on a log. Why send money to beaurocrats to help you decide whats best for this city when they do not care about the sault!!!! We have so much land for development on great northern road. The sault could be a key point for travellers along the way into the states. Well, madame major and city councillors, you wanted your retirement package so I guess this city will become the elliot lake retirement community you have envisioned all along. All us young folks wont be here to watch the sault crumble. No choice we have to work for a living if you havent noticed!

Also maybe some of you need one of those retrofit hearing aids like the girl in the picture and listen to what people are trying to tell you instead shooting the S#?@T at council meetings talking about things unimportant to this city and its economic future !

If there are no money to be made here in the sault.. meaning no jobs, no taxes collected for the politicians and city council to play with... guess what! We aint getting nothing! If you all at city hall really cared about our city get some JOBS up here and good paying ones too! Sorry for sounding angry but this is a sensitive subject for me. Most of these old foggies retired or near to.... and set in their life have no desire to improve our city! We need people who care. Get off those cushy councillor chamber executive leather seats and show you care for your city!!!!! Abusinng the system and showing you care is'nt cutting it anymore and its no longer credible!

I get it geterdun. We could have been on the political map. I totally and ashamed of these old farts trying to pretend to save this city. Battle lost a long long time ago! My surrender flag is going up soon.
